Note: not a washer, it's a Precision Shim : Precision Shim - 10x5x1mm They are machined to an exact thickness to carry the forces on the center hubs of the bearings, while the wheel rides on the outer rims of the bearings. Without the shim in place you are effectively pushing the bearing races themselves apart Watch:
If it doesn't work with the precision shim properly in place you may have defective parts. Contact the seller for resolution.
